EV charging in Belgium — networks, apps, regional differences
Belgium's public-charging network grew quickly between 2020 and 2024, helped by the country's leading-the-pack company-car tax incentives for plug-in vehicles. Flanders, Wallonia and Brussels all run their own concession tenders, which has produced a slightly different operator mix in each region: Allego is strong in Flanders, TotalEnergies and the Walloon utility brands dominate in the south, and Brussels relies on a mix of concessioned and commercial operators.
On top of that regional patchwork sit national EMSP and roaming brands — Mobility+ (the Belgian fleet roaming card most companies issue), Shell Recharge, and Chargemap — that smooth over the operator differences with a single tariff and one app.
Main charging networks in Belgium
Allego runs the largest mixed AC/DC footprint in Flanders, with significant HPC presence on the motorways. TotalEnergies operates both AC destination charging and HPC at its fuel stations across Wallonia and along the highway network. Tesla Supercharger has a meaningful Belgian footprint — most sites are open to non-Tesla CCS cars and the V4 stalls accept any CCS car directly.
Mobility+ is the country's largest EMSP (electric-mobility service provider) — the white-label brand behind many company car-fleet charging cards. It doesn't operate physical chargers itself; instead it provides one card that works across most of the country's networks at a published tariff. Shell Recharge (the merged Shell + NewMotion network) plays a similar EMSP role and operates its own DC at Shell forecourts. DATS 24 (Colruyt's energy brand) runs supermarket destination charging; Q8 Electric covers Q8 fuel stations; Interparking runs parking-garage destination DC.
Highways and urban coverage
Motorway HPC density is good. The E40 (Brussels → Liège → Aachen), E19 (Antwerp → Brussels → Paris) and E411 (Brussels → Luxembourg) all have multiple HPC operators at each Aire de service. Coverage is denser in Flanders than Wallonia and the southern provinces; long-distance routes through the Ardennes still benefit from one or two HPC stops being mapped out in advance.
Urban charging is mostly 11–22 kW AC, with a mix of city concessions (Bluepoint in Antwerp, TotalEnergies in Brussels, EVPoint in Wallonia) and private operators on commercial sites. Several large parking-garage operators (Interparking, Q-Park) have started rolling out destination DC in city centres.
Mobility+ and the company-car factor
A large share of Belgian EVs are company cars, and most are issued with a Mobility+ card by default — meaning the driver doesn't pick the charging app, the fleet does. Mobility+ covers most Belgian operators at a transparent tariff and is cheaper than ad-hoc public pricing on many networks, but the operator's own direct app is still typically cheaper than Mobility+ at the same site by 5–10 ¢/kWh.
Private buyers without a company car often pair a primary direct app (Allego or TotalEnergies depending on where they drive) with a roaming card (Shell Recharge or Chargemap) for travel. This is the same pattern as the rest of north-west Europe: one direct app for daily use, one roaming card for the long tail.
